Gesamtgesellschaftliche Veränderungen wie die Globalisierung, der wirtschaftliche
oder der demographische Wandel scheinen neue Steuerungsansätze in der Stadtentwicklung
zu erfordern. So verweist die aktuelle Stadtentwicklungspolitik darauf, dass eine
verstärkte Integration privatwirtschaftlicher und zivilgesellschaftlicher Kräfte notwendig
sei. Der Artikel zeichnet den Paradigmenwechsel hoheitlicher Steuerung von Government
zu Governance und innerhalb der Governance von individueller zur kollektiven
Steuerung nach. Ein neues Instrument zur kollektiven Integration von Immobilieneigentümern
in die Stadtentwicklung sind sogenannte Eigentümerstandortgemeinschaften.
Der Artikel vollzieht die Handlungslogiken gemeinschaftlicher Privatinitiativen
nach. Abschließend werden drei grundlegende Handlungsoptionen zur privaten Bereitstellung
öffentlicher Güter (keine Realisierung der Projekte; Realisierung der Projekte

Changes impacting on society in its entirety – such as globalisation, and economic and
demographic change – appear to call for new approaches to guidance and control in
urban development. Thus urban-development policy has recently stressed the need to
increase the involvement of private-sector and civil-society forces. This paper traces
this paradigm shift in the exercise of state authority away from government towards
governance, and within governance from individual to collective control. One new instrument
for the collective integration of property owners within urban development is
represented by what are known as local associations of property owners. This paper
reconstructs the action logics of joint private initiatives. It culminates in a discussion of
three fundamental options for action regarding the private-sector provision of public
goods (not implementing projects; implementation of projects by individuals acting
alone; joint project implementation).... view less
