"This article presents the findings of an empirical study into the effects of participative management on industrial relations. It shows that the introduction of new management principles is subject to a pendulum movement. A phase of open experimentation with participation is followed by one of retrenchment in labour policies. In these conditions, one cannot predict whether management is moving towards a consolidation or a widening of codetermination. The article shows that the pendulum swing of personnel policies is caused by the interaction between endogenous and exogenous factors. The article concludes that a new push from the law is needed in order to realise the emancipatory potential of participative forms of work organisation for employees."
