"Recent enterprise restructuring and the deregulation of employment conditions and welfare standards, through widereaching cost reductions, increased efficiency and the application of short-term performance criteria, establish new levels in economising on labour inputs. For works councils this is not the time of great representational successes, but rather a time of great concessions. Compared with past results their effectiveness is now reduced. This is not related to any weakening of their institutional basis. The model of cooperative conflict management by the 'central agent' of co-determination, the works council, has displayed a remarkable stability despite the heavy restrictions on its negotiating powers in many areas of representation."
