"Unter dem Eindruck wachsender Mitgliederverluste und einer zunehmend kritischen Haltung kleiner und mittelgroßer Unternehmen haben die Arbeitgeberverbände der Metallindustrie seit einigen Jahren neue organisations- und tarifpolitische Strategien entwickelt. Organisationspolitisch setzen sie auf die Gründung von Arbeitgeberverbänden ohne Tarifbindung, tarifpolitisch steht die Dezentralisierung der Flächentarifverträge im Vordergrund. Die Autoren zeichnen diese Entwicklung empirisch nach und interpretieren sie als Übergang von einer Politik der Einflusslogik zu einer Politik der Mitgliedschaftslogik. Zwar ist diese Politik mit Blick auf die Mitgliederrekrutierung der Verbände bislang durchaus erfolgreich. Doch birgt sie zugleich ein erhebliches Erosionspotenzial für das System der industriellen Beziehungen. In der Konsequenz führt die Orientierung an der Mitgliedschaftslogik nämlich zu einer Infragestellung der traditionellen Konfliktpartnerschaft, die als tragende Säule des deutschen Systems der industriellen Beziehungen betrachtet werden kann." "Employers' associations in the metalworking industry have developed new strategies concerning both their organisational development and collective bargaining, impressed by growing membership losses and increasing critics by small and medium-sized enterprises. These strategies are the foundation of employers' associations without commitment to the collective bargaining agreements on the one and the decentralisation of collective bargaining agreements on the other hand. The authors try to present the empirical developments and to interpret them as a transition from the logic of influence to the logic of membership. Although this shift has been very successful up to now regarding the development of the membership base of the employers' associations, it is coupled with a turn away from the traditional forms of conflict partnership which can be interpreted as a central pillar of the German system of industrial relations.
