Der Ansatz des market preserving federalism betrachtet Föderalismus als eine Institution der
„Marktsicherung“. Der vorliegende Beitrag setzt sich mit diesem Ansatz kritisch auseinander.
Er kommt einerseits zu dem Ergebnis, dass speziell für das System des deutschen unitarischen
Bundesstaats, aber auch aus historischer Sicht, die These von der marktsichernden
Funktion staatlicher Dezentralisierung nicht überzeugt. Andererseits werden in diesem Ansatz
durchaus interessante Aspekte gesehen, stellt man sie in den Kontext der Debatte über
die „Gleichzeitigkeit von Globalisierung und Regionalisierung“ (Läpple 1998). Gerade weil
eine dezentrale Staatsorganisation es den Gliedstaaten ermöglicht, angesichts der Bedeutung
der Einbettung weltweit agierender Wirtschaftsakteure in regionale Verflechtungsstrukturen
und Kooperationsbeziehungen eigene und neue Wege der Wirtschaftspolitik zu gehen
und das Experiment mit neuen, „weichen“ Instrumenten der Wirtschaftsförderung im
kleinen Rahmen und auf der unteren Ebene zu wagen, werden hier interessante Optionen
für die staatliche „Marktsicherung“ einer vernetzten Produktion gesehen.... view less

The approach market preserving federalism views federalism as an institution of „market
protection“. The contribution on hand deals with this approach in a critical manner. On the
one hand its findings indicate that the thesis of the market protection function of governmental
decentralisation is especially not convincing in the system of the German, unitary federal
state, but also from a historical point of view. On the other hand this approach is seen to show
aspects that are quite interesting if one sets it in the context of the debate concerning the
„Simultaneousness of Globalisation and Regionalisation“ (Läpple 1998). Interesting options
for governmental „market protection“ of a connected production are perceived here exactly
because a decentralised organisation of the states allows the member states to follow new
avenues in economic policy and to venture into experimenting with new “soft“ instruments
of economic subsidies on a small scale and on the lowest level and in light of the importance that economic participants with world-wide activity are embedded in regional interlocking
structures and co-operative relationships.... view less
