Der Beitrag gibt einen qualitativen Überblick darüber, wie sich der zu erwartende Bevölkerungsrückgang
und die Alterung der Bevölkerung auf die öffentlichen Ausgaben von Bund,
Ländern und Gemeinden auswirken. Modellrechnungen zur Bevölkerungsentwicklung bis
2050 ergeben einen vergleichsweise starken Bevölkerungsrückgang und sehr hohen Altenanteil
in den einzelnen ostdeutschen Ländern. Die Pro-Kopf-Ausgaben für Leistungen des
Bundes und kommunale Infrastrukturleistungen werden künftig tendenziell steigen. Ebenso
verstärkt sich die regionale Umverteilung von Sozialleistungen an Alte noch weiter. Auf
Landesebene stellen besonders die Versorgungsleistungen in Zukunft eine steigende Last in
den Budgets dar. Auf Grund des demografischen Wandels sind insbesondere die einwohnerbasierten
Finanzausgleichssysteme reformbedürftig, denn die derzeitigen Empfängerländer
im Länderfinanzausgleich weisen gleichzeitig die ungünstigste Bevölkerungsentwicklung

public expenditures of federal, states, and local governments in Germany. As a result of

The paper gives a qualitative overview on the effect of declining population and ageing on
public expenditures of federal, states, and local governments in Germany. As a result of
simulations on the population development until 2050, especially the East German states are
going to experience among all German states the strongest population decline and highest
old-age dependency ratios. Expenditures per resident of public goods provided by federal
and local governments are expected to rise. Furthermore, regional redistribution of social
security benefits will be even stronger in the future as it is already today. The states governments
will have to bear the highest burden of pension payments for its officers among all
German jurisdictions. According to the demographic change, fiscal equalisation schemes
which depend on the number of residents show the most urgent need for reform since those
regions which currently obtain net payments from fiscal equalisation are going to have the
highest population decline.... view less
