Nach einer Skizzierung möglicher Formen der Kompetenzverteilung für die deutsche und
europäische Regionalpolitik wird untersucht, welche räumlichen Effekte zu erwarten sind,
wenn es – ausgehend von der heutigen starken Zentralisierung – zu einer Annäherung an
eine total dezentralisierte Regionalpolitik käme. Bei der Beihilfenkontrolle sollte eine zentrale
Zuständigkeit erhalten bleiben. Ein Abbau der EU-Zuständigkeit für die Festlegung von
Förderinstrumenten hätte Nachteile, weil die deutsche Regionalpolitik heute eine geringere
instrumentelle Vielfalt zulässt als die EU. Hinsichtlich der Entscheidung über die Verwendung
von regionalpolitisch motivierten Finanztransfers spricht alles für Dezentralisierung.
Dies setzt voraus, dass die Förderregionen über den Erfolg ihrer Maßnahmen Rechenschaft
ablegen müssen, und dass die Anreize der dezentralen Akteure für wachstumsfördernde
Maßnahmen erhöht werden, durch welche ihre Region zukünftig auf Hilfen von außen

Following an outline of possible forms of competence distribution for German and European
regional policy is an examination of the spatial effects that can be expected if a rapprochement
to a totally decentralised regional policy were achieved – proceeding from the assumption
of today’s strong centralisation. A strong centralised jurisdiction should remain in the
field of subsidy supervision. A decline of EU powers concerning the determination of subsidy
instruments would be disadvantageous as German regional policy currently allows less instrumental diversity than the EU. Concerning the decision of using financial transfer policies that
are regionally motivated, decentralisation would be the favourable solution. A prerequisite
would be that the subsidised region would have to answer for the success of its measures and
that the incentives of the decentralised participants for growth supporting measures, through
which their region could do without support in the future, be intensified.... view less
