Traditionelle interkommunale Zusammenarbeit fand ihre Schwerpunkte in regionaler Planung und in Zweckverbänden für einzelne Infrastrukturen. Globalisierung und intensivierter Standortwettbewerb haben neue interkommunale Kooperationsformen erzeugt, die gleichzeitig durch Außenorientierung und die Kooperation mit Privaten gekennzeichnet sind ("Strategische Regionsbildung"). Die elf "Europäischen Metropolregionen" sind in Deutschland die wichtigsten Beispiele für diese Entwicklung. Regionale Reichweite, Aufgabenbreite und Trägerstruktur sind die grundlegenden, interdependenten Entscheidungsfelder der Strategischen Regionsbildung. Für deren Erfolg ist die Ressource "Unterstützung" zentral, d.h. die Bereitschaft aller Akteure, sich freiwillig für regionale Ziele einzusetzen. Die Gewährleistung dauerhafter Unterstützung für diese Form der "Regional Governance" setzt in Konfliktlagen bei allen Beteiligten politische Sensibilität und Fairness voraus. Dabei muss auch das Spannungsverhältnis zwischen einer effektiven Steuerung durch interne Führungszirkel und einer Legitimation durch demokratische Entscheidungsprozesse ausbalanciert werden.... view less

Traditional inter-municipal cooperation was focused on regional planning and joint associations for individual infrastructure projects. Globalisation and intensified locational competition have created new forms of inter-municipal cooperation that are characterised by both an outwards orientation and cooperation with the private sector (“formation of strategic regions”). The 11 “European metropolitan regions” are the most important examples of this development in Germany. Regional scope, the breadth of tasks and sponsorship structures are the fundamental, interdependent fields of decision making for the formation of strategic regions. Of central importance for the success of such projects is the resource “support”, i.e. the willingness of all actors to voluntarily champion regional goals. Achieving sustainable support for this form of “regional governance” requires all those involved to show political sensibility and fairness in situations of conflict. Here it is also necessary to strike a balance between effective management by an inner circle and legitimation through democratic decision making processes.... view less
