Die Literatur zeigt eine europaweite Hinwendung zu Konzepten der strategischen Planung im Sinne von Einsatz der räumlichen Planung für räumliche Entwicklungsprozesse unter Beteiligung der Stakeholder. Obwohl es ein gemeinsames Konzept der strategischen Planung nicht gibt, lässt sich – trotz aller Kontroversen – ein differenzierter Grundkonsens erkennen, der als wesentliche Elemente der strategischen Planung umfasst: klare Zielorientierung, Planung unter Rückgriff auf Stärken-Schwächen-Analysen im interregionalen Kontext, diskursive Verfahren unter Einbindung der Stakeholder, Erweiterung um Lernkonzepte (auf Basis von Evaluationen und Controlling) sowie Einbezug der Öffentlichkeit als Kooperationspartner und Kontrollinstanz. Examination of the literature reveals a Europe-wide move towards the concepts of strategic
regional planning, i.e. towards the use of spatial planning for spatial development processes
with stakeholder involvement. Although there is no common concept of strategic planning,
it is possible – despite all the controversy – to recognise differentiated but nonetheless fundamental
agreement as to the principal elements that constitute strategic planning. These
are: a clear goal-orientation, planning with recourse to strengths-weaknesses analyses in
interregional contexts, discursive procedures with stakeholder involvement, expansion to
include concepts of learning (based on evaluation and control), and involvement of the public
as both cooperation partner and supervisory body. This understanding of strategic planning
is, however, rather a further development of the status quo than a paradigm change.... view less
