'Why people support harsh punishment has been the subject of great controversy. Attempts at explanation within the social sciences focus on social anxieties, crime-related beliefs and general attitudes of the citizens. In the course of this article, an integrated explanation model is developed which depicts the complex interplay of anxieties about modernization, fear of crime and authoritarian positions in the production of punitive attitudes. This model is tested empirically with survey data from Austria. The results show that wider concerns about social change require a set of beliefs more closely related to crime to end in public support for punishment, but that the same abstract anxieties also bring about attitudes conducive to that.'
