'The necessity for a double democratisation of Eastern Germany resulted from the aim of overcoming the splitting in two nations. Only a democratised GDR could make the internationally accepted resolve for German unity. The democratisation of the GDR took place in several phases, whereat the question remained momentarily unanswered, whether this meant a democracy of transformation aiming to the Federal Republic of Germany, or the political system of a still independent GDR. Quicker and more intensely as in the central European neighbouring countries, the majority of GDR citizens democratised their political system and, on this basis, aligned themselves with the, now again common, political system of the Federal Republic of Germany.'
