Das Beispiel der Offenen Methode der Koordinierung zur Armutsbekämpfung zeigt, dass solche Strategien eine Chance für die Zivilgesellschaft sind, stärker in die nationale Entscheidungsfindung eingebunden zu werden. "The increasing application of nonbinding governance modes in the European multilevel system raises the question under which conditions structural changes on member state level could be applied despite the lack of enforcing measures. Using the example of the Open Method of Coordination in the fight against poverty, it can be shown that those procedures present a chance for civil society to participate more fully in decisionmaking than before. However, for such a voluntary Europeanization it is necessary for nonstate actors to mobilize the procedure as a political influence." [author's abstract]... view less
