"Plurale Gesellschaften im Allgemeinen und multi-ethnische im besonderen haben ein Integrationsproblem, da mehrere Gruppenloyalitäten miteinander konkurrieren, kollektive Wertesysteme eine je eigene Suprematie beanspruchen und im Namen von kollektiven Werten Forderungen nach privilegiertem Zugang zu politischer Macht oder ökonomischen Ressourcen angemeldet werden. Vielvölkerstaaten mit kompakt siedelnden Gruppen verkörpern eine spezifische Form dieses Integrationsproblems, und zwar weil kompakte Siedlung meist mit hoher Kommunikationsdichte, Ressourcenbündelung und subnationalen Identitäten, d.h. politischer Mobilisierungsfähigkeit, einhergeht. Unter welchen Voraussetzungen kann Föderalismus zur Deeskalation, Einhegung, Diffusion und Verregelung von ethnischen Konflikten beitragen? Wodurch werden gewaltfreie, lösungsorientierte, kooperative Formen der Konfliktbearbeitung gefördert? Das Konfliktregelungspotential wird daran gemessen, ob Konflikte in bestehenden Institutionen oder als Kampf um die Institutionen an sich ausgetragen werden, ob legitime, neutrale und autoritative Institutionen der Konfliktregelung existieren und institutionelle Arrangements flexibel und fähig sind, ethnisch-territoriale Kohäsion zu fragmentieren. "Plural societies in general and multi-ethnic ones in particular often face an integration problem because of competing group loyalties. Each collective value system asserts supremacy; privileged access to political power and economic resources is claimed in the name of particular groups. Multination states with compactly settled groups embody a specific form of this integration problem because compact settlement often coincides with high communication density, resource pooling and sub-national identities, e.g. a high potential for political mobilization. Under what conditions can federalism contribute to de-escalation, containment, diffusion and juridification of ethnic conflicts? Which institutional arrangements promote non-violent, problem-solving, and cooperative forms of conflict management? The conflict regulation potential should be measured by establishing whether conflicts are dealt with in existing institutions, or whether underlying conflicts turn into fights over institutions themselves. Do legitimate, neutral, and authoritative institutions of conflict regulation exist? Are institutional arrangements flexible enough and capable of fragmenting ethno-territorial cohesion? These questions are addressed in four case studies on multi-ethnic federations: Russia, India, Nigeria, and Spain. (...)" (author's abstract)... view less
