'Der Beitrag setzt sich anhand eines benachteiligten Stadtteils in Detmold kritisch mit Philosophie und Grundsätzen der Programmfamilie 'soziale Stadt' als Reaktion auf die fortschreitende sozialräumliche Polarisierung in den Städten auseinander. Es werden einige Beispiele von 'good-practice' erläutert und die Rahmenbedingungen des Erneuerungsprozesses beschrieben. Ergebnisse von Sozialraumuntersuchungen des betreffenden Stadtteils vor und nach dem Förderzeitraum werden angeführt, um die Effektivität der durchgeführten Projekte einzuschätzen. Sie unterstreichen, dass die Konzepte der 'sozialen Stadt' trotz positiver Effekte im Quartierskontext auf strukturell bedingte Benachteiligungen der Bewohner/innen nicht angemessen antworten können. Im Zusammenhang mit der augenscheinlichen Überforderung der lokalen Ebene, wird darauf hingewiesen, dass Quartiersmanagement und Bürgerbeteiligung angesichts des Umbaus zum aktivierenden Sozialstaat nicht als Ersatz für eine umfassende Sozialpolitik gesehen werden dürfen, wenn Probleme benachteiligter Quartiere dauerhaft gelöst werden sollen.' 'Based on data from a neighbourhood with high levels of poverty in Detmold this article critically analyses the philosophy and basic principles of the policy program 'soziale Stadt' (social city), which had been initiated in response to increasing socio-spatial polarisation in cities. Some examples of good practice are presented within the general framework of the process of urban regeneration. Findings from two surveys which were conducted before the program was started and at the end of the implementation period and government are used for the evaluation of the effectiveness of the programme and its implementation. The results that a number of programmes implemented within the framework of 'soziale Stadt' improved the conditions in the neighbourhood, but failed to address, structurally determined disadvantages of residents. This result questions the move toward local policies and shows that community management and civic participation cannot act as substitute for a broader social policy in the restructuring the welfare state toward more activating social policies. Local policies alone are inadequate in addressing the problems of segregated poverty areas and providing permanent solutions.' (author's abstract)|... view less
