'Dieser Aufsatz diskutiert die wichtigsten Kontroversen um Konzepte, theoretische Ansätze und Operationalisierungsmethoden zur Erfassung von Armut in der Bundesrepublik. Gezeigt wird, daß die Konzeptualisierung des Phänomens Armut sowohl für die empirische Erfassung als auch für deren Erklärungsmöglichkeit von weitreichender Bedeutung ist. Vor allem werden dadurch jedoch auch die sozialpolitischen Maßnahmen zur Bekämpfung von Armut präjudiziert. Was läßt sich daraus für die Bundesrepublik ableiten, deren quasi-offizielle Armutsgrenze auf einem konventionellen Existenzminimum aufbaut, das aus dem Subsistenzkonzept abgeleitet wird? Gezeigt wird die (gewollte) Begrenztheit der sozialpolitischen Bekämpfungsstrategien, die aus diesem Ansatz herrühren. Den bekannten Ressourcenansätzen werden Armutsdefinitionen gegenübergestellt, die auf dem Lebenslagenansatz basieren, wodurch implizit auch Ursachen der Armut sichtbar werden. Ausführlich diskutiert werden der auf Gerhard Weisser zurückgehende Begriff der 'Lebenslage' sowie die Möglichkeiten und konkreten Versuche, diesen zu operationalisieren.' 'This paper discusses the major controversis surrounding the concepts, theoretical approaches, and methods of measuring poverty in Germany. 'This paper discusses the major controversis surrounding the concepts, theoretical approaches, and methods of measuring poverty in Germany. It is shown how the conceptualization of poverty is crucial for both its empirical assessment and its potential explanation in terms of cause and effect. In particular, the conceptualization of poverty predetermines the political and social measures that are used to fight it. In Germany, the quasi-official poverty line is based on a conventional subsistence level derived from the common subsistence concept. It is shown how this conception of poverty leads to an (international) limitation of sociopolitical measures to combat and reduce poverty. The classical resource concept is contrasted with definitions based on Gerhard Weiser's Lebenslage approach, which considers the actual life situation of the poor. This approach also implicitly reveals causes of poverty. The Lebenslage concept and its potentials are discussed in detail, and concrete examples of its operationalization are reported.'
