'Der vorliegende Beitrag untersucht die politisch-institutionelle Entstehungsgeschichte des Fachhochschulsektors in Österreich aus einer Perspektive des 'Policy Learning'. Eine solche Perspektive versucht, die Rolle von politischen Ideen und von Lernprozessen in Prozessen des 'policy change' zu beleuchten und ihre Wirkungsmächtigkeit in der Veränderung von Institutionen und von Machtverhältnissen auszuloten. Begrifflichkeit, Fragestellungen und auch der theoretische und analytische Rahmen dieser Untersuchung orientieren sich an Konzepten des Politiklernens von Peter May und Paul Sabatier.'
