"Prozesse von Internationalisierung und Europäisierung, steigende Beschäftigung einschließlich einer erhöhten Partizipation von Frauen und die Etablierung eines Beratungssektors in den neuen Bundesländern führ(t)en in der Unternehmensberaterbranche zu erheblichen Restrukturierungen. Die Beratungsfirmen bzw. BeraterInnen und ihre Verbände suchten durch eine Neudefinition ihrer Strategien den Herausforderungen zu begegnen. In der vorliegenden Untersuchung werden die vorgenommenen Politikveränderungen aus der Perspektive der Verbände als einem wichtigen Akteur für die Gestaltung der Entwicklung der Branche analysiert. In sechs Verbänden der Beraterbranche wurden Vorstände oder Geschäftsführer nach der verbandsinternen Einschätzung der Branchenentwicklung und den darauf bezogenen Politiken befragt. Prozesse der Internationalisierung beeinflussen wesentlich die Arbeitsbedingungen der Branche, wobei die Verbände angepaßt an die spezifischen Interessen ihrer Mitglieder neue Politikstrategien formulierten. In der Frage der Professionalisierung führten Prozesse der Europäisierung zu einer verstärkten Orientierung an marktlichen bzw. verbandsbezogenen Strategien. Nicht mehr der Staat gilt als wichtiger Adressat, sondern auf der Basis von Verbandsautonomie sollen zukünftig über den Markt bestimmte Qualitätsstandards und Qualifikationsvoraussetzungen für BeraterInnen durchgesetzt werden. Trotz des Bedeutungsverlusts bleibt der Staat aber nach wie vor ein wichtiger Adressat für die Verbandspolitiken. In ihrer Zusammenarbeit mit staatlichen Stellen wollen die Verbände die gesetzlichen Rahmenbedingungen für die Durchführung der Beratung beeinflussen, wobei zwei der befragten Verbände in ihrer Vorgehensweisen die nationalstaatliche Ebene mit der europäischen verflechten. Trotz der grundsätzlichen Übereinstimmungen zeigen die Ergebnisse das Bild einer ausdifferenzierten Verbändelandschaft. In Abhängigkeit von den Interessen ihrer Mitglieder und den institutionellen Einflußmöglichkeiten werden spezifische Politiken entwickelt. Die Ausdifferenzierung bedeutet keineswegs, daß neue Mitgliedergruppen ohne Anstrengungen integriert werden (können). Das Beispiel des hohen Frauenanteils in einem der Verbände zeigt die Notwendigkeit, aber auch die Chancen bewußter Politikstrategien. Die Organisation von BeraterInnen aus den neuen Bundesländern hingegen wird in allen befragten Verbänden als eine wichtige Aufgabe betrachtet. "Processes of internationalisation, European integration, growing employment possibilities and an increasing participation of women as well as the establishment of a consultancy market in the new federal states led to a fundamental restructuring in the business consultancy sector. Consultants, consultancy firms and their associations have defined new strategies to meet these challenges. This study analyses the redefined strategies of the associations as an important actor in development and adaptation of the sector to changing economical and political conditions. The managers of six associations in the consultancy sector were interviewed and asked to assess the on-going development in the sector from the perspective of the association and explain their adopted political strategies. To meet the changing working-conditions in an increasingly internationalised business the associations introduced new strategies according the interests of their members. Processes of European integration have limited the power of the state in ensuring professional status and led to a market orientation in the question of professionalisation. The associations themselves are going to establish high quality standards and defining high qualification requirements for consultants within the market. In the on-going co-operation with state institutions, the associations want to establish the legal framework for the consultancy sector. Two of the six associations have already developed a European policy and integrated it into national level approaches. The associations have elaborated their own political strategies to meet the perceived requirements of their (potential) members. Only one of the associations has, as yet, developed a strategy to organise female consultants. The success of the association demonstrates that the organisation of new groups of members, i.e. female consultants, necessitates a qualified political strategy. All participating associations, however, define the organisation of consultants in the new federal states as an important goal, but see its realisation impeded by the difficulties in establishing a consultancy market there."
