"Fasst man bisherige Evaluationsstudien von Qualifizierungsmaßnahmen zusammen, zeigt sich bei den Beschäftigungseffekten ein uneinheitliches Bild. Erfahrungen zeigen jedoch, dass mit einer systematischen Beobachtung des Qualifikationsbedarfs auf regionaler Ebene die Ergebnisse verbessert werden können. Hier setzt der vorliegende Bericht an: Es wird die Frage gestellt, inwiefern regionale Analysen des Qualifikationsbedarfs zu mehr Effizienz in der Bildungs- und Arbeitsmarktpolitik einerseits, zu einem besseren Matching am Arbeitsmarkt andererseits beitragen können. Es wird ein Vorschlag entwickelt, wie systematische Analysen, auch unter der Berücksichtigung von Kosteneffizienzaspekten, gestaltet werden sollten. Im Zentrum der Betrachtung stehen dabei sowohl methodische als auch institutionelle Aspekte zur Schaffung einer regionalisierten Informationsbasis. Vorgeschlagen wird eine Kombination aus quantitativen Prognosen und qualitativen Partialanalysen, die auf vorhandene regionale Netzwerke aufbaut und die Basis für eine zielgerichtete, integrierte regionale Arbeitsmarkt-, Bildungs- und Strukturpolitik darstellt. "The results concerning evaluation studies of training measures are contradictory. The majority of impact analyses give an inconsistent picture about the employment effects. Some empirical analyses show that the systematic monitoring of qualification needs on the regional level can lead to better results. This is the starting point of this report: The question is to what extent the analysis of regional qualification needs contribute to a more efficient vocational education and training system on the one hand, and to a better matching in the labour market one the other hand. A proposal is developed on how the systematic analyses could be organized - also under consideration of cost-effectiveness. The focus of the report lies in methodological as well as in institutional aspects of developing a regional information base. A combination of quantitative forecasts and qualitative partial analysis is suggested. This system is meant to be integrated into existing regional networks to support a target-oriented, integrated regional labour market, training and structural policy. The discussion paper is based on a contribution to the Reform Commission 'Modern Services and Labour Market' (the so called Hartz-Commission) of the German Federal Labour Office (BMA)."
