"Der erwarteten Steigerung der Verkehrsleistung im Personen- und Güterverkehr über alle Verkehrsträger hinweg begegnet die Politik mit der Formulierung eines Leitbilds integrierter Verkehrspolitik. Das Leitbild soll u.a. dauerhaft eine umweltgerechte Mobilität gewährleisten, die nationale Ökonomie stärken und kompetitive Bedingungen für alle Verkehrsträger schaffen. In modernen pluralen Gesellschaften hat die Umsetzung eines Leitbildes eine normative und eine positive Seite. Vor diesem Hintergrund erörtert das Diskussionspapier zunächst, ob die Politik die Möglichkeit zum gesellschaftlichen Diskurs genutzt hat, um das Leitbild motivational zu verankern. In einem zweiten Schritt wird geprüft, ob die Annahmen des Leitbildes vor dem Hintergrund der 'fünf I's' (Infrastruktur, Internalisierung, Innovation, Intermodalität und Integration) plausibel sind. "Could policy solve the problems of expected growth of traffic? The concept of an integrated traffic policy aims managing a sustainable development of growing traffic, strengthening the national economy and building equal competitive markets for all traffic systems. In modern plural societies policy building consists of two aspects, a positive one and a normative side. Accordingly the discussion paper asks if politicians use their means for an overall discourse to generate acceptance for the concept. Additionally the plausibility of the assumptions by reference to 'five I's' (infrastructure, internalisation, innovation, intermodality, and integration) is proven. Finally the paper discusses the impacts of allocation due to the main targets." (author's abstract)... view less
