'In Ukraine the political highlight of 1998 was the holding of the second parliamentary elections since the country's declaration of independence. These elections, held on March 29, were the first since the adoption of the new constitution in June 1996 and thus constituted a test of Ukrainian democracy and the multi-party system. As well as bringing about a new distribution of the seats in the Verchovna Rada or Supreme Council, the 1998 elections were also seen by all political actors as a kind of dress rehearsal (or in some cases an expression of protest) for the forthcoming presidential elections scheduled for october 1999 and thus as an indication of what the outcome of those elections might be. The significance of the parliamentary elections for political developments in the Ukraine is much greater that that of the elections to the Russian Duma, since the Ukrainian parliament has greater powers than its Russian counterpart. The report is based on material from the Ukrainian press.' (extract)... view less
